In 2005 the European Union launched a trade scheme that was to be the first of its kind and would play an integral role in delivering the greenhouse gas emissions target of 8% below the 1990 levels under the Kyoto Protocol. Under the European Climate Change Program, this scheme was branded EU Emission Trading System (EU-ETS). This is the world’s largest market for carbon dioxide emission allowances and covers the 27 member states of the European Union.
